President Trump knows how to fill a holiday weekend. Over roughly eight hours after the Fourth of July, he fired off more than 100 posts and reposts on Truth Social. One of them was a photo of himself standing next to Italian Prime Minister Giorgia Meloni. She is about a foot shorter than he is, and in the picture she appears to be gazing up at him with wide eyes. His caption was three words: “RESTRAINING ORDER NEEDED.”
The joke, if you can call it that, was that Meloni is so hung up on Trump that he needs the law to keep her away. There is no actual court filing. It is just a taunt aimed at a sitting world leader, and he posted it two days before the two of them were set to be in the same room at a NATO summit. If that sounds like a setup for an awkward handshake, you are reading it right.
How a G7 Photo Turned Into a Feud
This whole mess started back in June at the G7 summit in Evian, France. Trump told an Italian broadcaster that Meloni had “begged” him for a photo. His exact spin was that she wanted the picture “so badly” and that he only took it because he “felt sorry for her.”
Meloni was not having it. She called the story “completely fabricated” and said flatly that “Italy and I never beg.” That could have been the end of it. Instead Trump doubled down, telling NBC News she was “a big fan” and claiming she needed the photo because she was “doing poorly in Italy with her level of popularity.” He had also, earlier in his second term, called her “a beautiful young woman” while griping that he was “not allowed to say it.”
Meloni Refused to Play Along
Meloni’s comebacks were short and sharp. “My popularity is none of your concern,” she said. “I suggest you focus on yours.” In another response she pointed out that being Trump’s friend had not exactly helped her numbers back home.
Her office reportedly decided not to touch the latest meme at all. An Italian newspaper said the government did not plan to react “to this provocation.” Meloni herself has said she will not turn the fight into a show, calling it something that is not “a spectacle worthy of our responsibility.” She even quipped that people talk about foreign policy “as if it were Temptation Island,” a nod to the reality dating show.
The Photo He Posted Was Fake
Here is the part a lot of people missed. The picture Trump posted was edited. Fact-checkers traced it back to a real video from that same G7 summit, where Meloni was actually sharing a joke with Trump and other leaders. In the original clip, European Council President António Costa says, “You’re friends again,” and Meloni replies, “We have always been friends.”
The wide, adoring stare that made the restraining order joke land? It is not in the real footage. Someone altered her expression, possibly with AI, to make her look like a lovesick fan. So Trump mocked a foreign leader using a doctored image of her, right before he had to go sit across a table from her.
He Didn’t Even Come Up With the Joke
There is another wrinkle. The restraining order line does not appear to be Trump’s original idea. A popular parody account that mimics him, called “il Donaldo Trumpo,” posted almost the exact same gag on June 21, writing “I MIGHT NEED A RESTRAINING ORDER!!!” Weeks later, the real Trump ran with it.
For anyone keeping score, that means the President of the United States borrowed a bit from a fake version of himself to insult the leader of a NATO ally. The same holiday posting spree, by the way, included doctored images of Barack and Michelle Obama boarding Air Force One, so Meloni was in crowded company that weekend.
They Used to Be Close Allies
The strangest part is that Trump and Meloni were tight. Earlier in the year she was called the “Trump whisperer.” She was the only European leader given a front-row seat at his January 2025 inauguration. Both lean right, both talk about nationalism, and for a while she was seen as his closest partner on the continent.
That history is why the meme hit so many people as odd. Trump is 80. Meloni is 49. Painting her as an obsessed admirer, using a fake photo, struck plenty of observers as a weird way to treat someone he had spent the year praising. A member of Meloni’s own party once told a reporter she can be “very kind and warm,” but “she can also be tough if you cross her.” Trump seems determined to test that.
What Actually Broke Things
The friendship started cracking over real policy, not photos. In late March, Italy declined to let US military aircraft headed for the Middle East use the NATO air base at Sigonella in Sicily without parliamentary approval. That was tied to Italy’s constitution and to heavy public opposition to the US-Israeli war with Iran.
Then things got worse in April. Trump went after Pope Leo XIV on Truth Social, calling the American-born pontiff “weak on crime.” Meloni, who leads a heavily Catholic country, was not going to let that slide. She said the pope had every right to call for peace and that Trump’s words toward the Holy Father were “unacceptable.” The dust-up also blew up a planned US visit by Italy’s foreign minister, Antonio Tajani, who called Trump’s earlier “begged” comment “serious and offensive.”
An Awkward NATO Summit
All of this landed about 48 hours before Trump and Meloni were due at the NATO summit in Ankara on July 7 and 8. It was designed as a show of unity. A draft declaration promised an “ironclad commitment” to collective defense and pledged roughly $80 billion in military aid to Ukraine for 2026.
Trump’s real goal in Ankara was to make allies stick to the defense spending promises they made last year. One analyst called the meeting the “first report card” after last year’s gathering. Trump had already predicted that UK Prime Minister Keir Starmer would resign, kept things frosty with Canada’s Mark Carney, and now dragged Meloni back into the mix. A summit swallowed up by a meme fight does not exactly scream teamwork.
Not Everyone Found It Funny
Critics online were blunt. Some said Trump belonged in a “padded cell.” Others said the post was the behavior of someone pretending to be the victim. One popular reaction read, “Trump wants the courts to protect him from a girl.” Another put it more simply: “This is how men who abuse women act.”
Italian politicians rallied behind Meloni too, even ones who usually can’t stand her. Carlo Calenda, who leads a rival party, called Trump “a despicable two-bit bully.” Behind the scenes, though, both governments seem to want the temperature down. Tajani said the friendship between Italy and the US is “stronger than any controversy,” and the US ambassador in Rome praised Meloni’s work, saying she “has done an excellent job.”
So Where Does This Leave Things?
Trump posted a fake photo, borrowed a joke from a parody of himself, and used it to needle an ally two days before a summit built on the idea that everyone still gets along. Meloni’s plan is to say nothing and wait for it to blow over. She can probably afford that. A June poll put her Brothers of Italy party at 28.6 percent, more than seven points ahead of her nearest rival.
Whether the Ankara meeting turned into a handshake or another punchline is its own story. But the basic facts are not complicated. The restraining order Trump keeps joking about does not exist. The only thing anyone actually filed was a meme, and even that was a copy.
